MINUTES OF THE REGULAR MEETING

October 31, 2005

 

 

            Members of the Fondulac District Library Board of Trustees met in regular session on Monday, October 31, 2005.  Vice-President Herring called the meeting to order at 6:32 p.m.

 

            On roll call members present were: Mrs. Cole, Mrs. Herring and Mr. Johnston.  Also present were Ms. Falasz-Peterson, Director, Miss McKeever, Assistant Director and Mrs. Geier, Administrative Assistant.  The library’s lawyer Phil Lenzini was also in attendance.

 

            The library statistical report showed receipts of $2,858.09 for October as well as a deposit of $438,000 in county taxes.  There was a decrease in circulation for September.

 

            The bills were presented for payment.

            Mrs. Geier made four authorized transfers this past month.  The first on September 29th for $5,624.00 was from Working Cash to the Reserve Fund.  The second on October 6th for $417,000 was from the Checking Account to the Investment Fund.  The third transfer on October 18th was for $20,500 and the fourth transfer on October 31st was for $77,000.  The final two transfers of the month were from the Investment Fund to the Checking Account.

 

            Ms. Falasz-Peterson reported that the winners of the Nancy M. Gillfillan Staff New Idea Grants were Linda Dahl and Sharon Crawford.  Since there is still money left, she will offer the grants again later this fiscal year.

 

            Ms. Falasz-Peterson informed the board that Theresa Sloan and Nick Hulva are still working on our web site problems.  We’ve talked about redesigning the entire network.  The tech department envisions this as something we would do down the line, looking to the future.  There would, however, be a one time consultant fee.  A bid from RK Dixon was included in the board’s handout.  This company gave a bid which ranged from $4,000-$6,000 which would cover a consultant to come in and sit down with the technology staff and show them how to use the new server.  Ms. Falasz-Peterson feels the benefit to this would be that it would limit the number of calls for help in the future.  She stated that we will also be contacting Pearl Technology and STL.  Mrs. Herring suggested contacting Heart Technology as well.  Mr. Johnston recommended speaking with Ken at the Alliance.  He also stated that he would like us to use his experience and would like to “audit” what the consultant is doing to be sure that our people understand and are being told all they need to know.

 

            Miss McKeever reported that she and Betsy Bladel attended the East Peoria Chamber of Commerce’s Oktoberfest on October 27th.  They had a nice booth with a power point presentation as well as a tri-fold display highlighting some of our programs.  We had a drawing and gave away three books and a book on tape.  They had a lot of people stop and compliment them on our great programs and services.  She felt this was a very worthwhile endeavor.

 

            Ms. Falasz-Peterson informed the board that a patron expressed some concern about the video Breaking the Waves that is in our collection.  The patron didn’t want it removed from our collection, but was just shocked by the content.  Ms. Falasz-Peterson sent a letter explaining our collection development policy to the patron.

 

            Mrs. Herring reported that she and Mr. Brimberry as the finance committee have not yet met.  She did, however, attend several sessions at ILA regarding fundraising and referendums.

 

            Ms. Falasz-Peterson touched on highlights from the first three chapters of the Trustee Fact File.

 

            Ms. Falasz-Peterson and Mrs. Herring reported on some of the ILA sessions they attended.

 

            Mr. Lasswell was called at 6:50 and he teleconferenced into the meeting.

 

            M/S/P (Cole/Johnston) to accept the minutes of the September meeting of the Board of Trustees, as well as the minutes of the October 17, 2005 Special Meeting.

 

            M/S/P (Johnston/Lasswell) to accept the Treasurer’s Report and payment of bills subject to audit.

 

            The library attorney Phil Lenzini spoke to the board regarding referendums, the time schedule and the preparation process for a referendum.

 

            Mr. Mingus arrived at 7:20 p.m.  Mrs. Herring turned the meeting over to Mr. Mingus at 7:50 p.m.

 

            The board discussed Mr. Lenzini’s information.  Mr. Lasswell and Mrs. Herring felt that it would be easier to get a referendum passed in March, but then if it didn’t pass wait a couple of elections to before trying again.  Mrs. Herring also feels that we should possibly have a meeting with the city government to see if they would be supportive of a new library building.  They also discussed getting more concrete numbers from PSA, then meet with area banks to see what kind of funds would be available and at what interest rate.  Mrs. Herring requested that Mr. Mingus appoint Mr. Johnston to the finance committee.  Mr. Mingus honored that request.  Mrs. Herring feels that the finance committee should meet as soon as possible to discuss who from the committee would visit banks.  Mr. Mingus suggested mailing a library survey to area voters.  Mrs. Herring stated that she did a survey when she worked at Peoria Public Library, and it was an eight month process.  After much more discussion, the board in attendance felt that the library would not be ready to go for a March 2006 referendum.

 

            The board discussed the board vacancy.  Mr. Johnston feels very strongly that the position should be filled this evening.  Ms. Falasz-Peterson agrees and stated that she felt it important to fill the position as we move further along in the building process.  As no other candidates were brought forward, a secret ballot was taken between Jerry Goff and Pam VanAntwerp.  After counting the votes Mr. Goff was chosen as the new board member.  Ms. Falasz-Peterson will contact him and invite him to come in and meet her. He will be invited to the next board meeting.

 

            The fiscal year 2004-05 audit was presented to the board.  Ms. Falasz-Peterson reported that she was very pleased with this year’s auditors.  They really made no changes to this year’s MD&A letter, although they did add some comparisons to last year’s audit.  M/S/P (Cole/Herring) to approve the fiscal year 2004-05 audit

 

            Mrs. Herring congratulated Miss McKeever on receiving the Alliance Library System Youth Services Librarian of the year award at the annual dinner.

 

            Mr. Mingus adjourned the meeting at 8:40 p.m.
