MINUTES OF THE SPECIAL SESSION

February 9, 2006

 

 

            Members of the Fondulac District Library Board of Trustees met February 9, 2006 in Special Session.  Vice-President Herring called the meeting to order at 4:10 p.m.  Members present were: Mr. Brimberry, Mrs. Cole, Mr. Goff, Mrs. Herring, Mr. Johnston and Mr. Lasswell.  Also present were Ms. Falasz-Peterson, Director, Miss McKeever, Assistant Director and Mrs. Geier, Administrative Assistant.  Norma Smith, the library’s cataloger, was also in attendance as an audience member.  Mr. Mingus was absent.

 

            Mrs. Herring stated that the agenda showed unfinished business regarding Norma Smith’s transition.  Ms. Falasz-Peterson reported that at the January board meeting, the board received a letter from former director Norma Smith stating that she was retiring as the library’s cataloger and would like the board to continue to provide her with health insurance per the board meeting minutes from July 31, 1989 and April 30, 2001.  At the January board meeting the board asked Ms. Falasz-Peterson to contact our attorney Phil Lenzini to see if this was precedent setting or a misuse of public funds.  Mr. Lenzini stated that there is nothing illegal about continuing to pay the insurance nor is it precedent setting.  He did suggest that perhaps the board define “indefinitely”. 

 

            Ms. Falasz-Peterson informed the board what the premium rates were that we paid for Mr. & Mrs. Smith last year, which were $793.58 per month, and what the rates will be beginning March 1, 2006, $714.08 per month.  She also told the board that to insure just Mrs. Smith would be $332.27 per month.  This being all the information Ms. Falasz-Peterson had, she deferred back to Mrs. Herring.  Ms. Herring asked Mrs. Smith if she was covered by Medicare.  Mrs. Smith replied that she was and that this insurance was actually a supplementary policy.  Mrs. Herring also inquired if the insurance has drug coverage and was told that prescriptions are included as is dental coverage.

 

            M/S/P (Herring/Brimberry) to go into executive session at 4:13 p.m.  On roll call: Mr. Brimberry-yea; Mrs. Cole-yea; Mr. Goff-yea; Mrs. Herring-yea; Mr. Johnston-yea; Mr. Lasswell-yea.

 

            M/S/P (Lasswell/Cole) to return to regular session at 4:45 p.m.  On roll call:  Mr. Brimberry-yea; Mrs. Cole-yea; Mr. Goff-yea; Mrs. Herring-yea; Mr. Johnston-yea; Mr. Lasswell-yea.

 

            M/S/P (Cole/Brimberry) to explore different insurance packages that are comparable to the current BlueCross/BlueShield insurance used by Fondulac Library and come back with a comparison for the board to look at in order to make an informed decision about the continued coverage of Mrs. Smith’s insurance.

           

            Mrs. Herring asked Ms. Falasz-Peterson to get some insurance information together for the board, and contact the board with dates for another special meeting next week.

 

            Mr. Lasswell made the motion to adjourn at 4:50 p.m.
