MINUTES OF THE REGULAR MEETING

July 27, 2009

 

 

            Members of the Fondulac District Library Board of Trustees met in regular session on Monday, July 27, 2009.  President Hale called the meeting to order at 6:04 p.m.

 

            On roll call the following members were present:  Mrs. Cole, Mr. Hale, Mrs. Herring, Mrs. Humphrey, Mr. Johnston and Mr. Lasswell.  Also present were Ms. Falasz-Peterson, Director and Mrs. Geier, Business Manager.   Mr. Jim Mamer of Morton Community Bank was also in attendance.

 

            M/S/P (Johnston/Lasswell) to accept the minutes of the June meeting of the Board of Trustees as well as the executive session minutes.

 

            M/S/P (Cole/Johnston) to accept the Treasurer’s Report and payment of bills subject to audit.

            Mrs. Geier made three authorized transfers in July.  The first on the 6th was for $24,000, the second on the 20th was for $22,000 and the third on the 27th was for $29,500.  All transfers were from the investment account to the checking account.

 

            Mr. Mamer of Morton Community Bank explained to the board how Morton Community Bank insures money thru government backed securities.  Mr. Mamer informed the board if they were to open accounts at his bank, the interest rate would be 2.01% until next June when there would be a market adjustment.

 

            The board discussed moving the library’s funds to Morton Community Bank. 

M/S (Herring/Cole) to move the reserve fund from the Illinois Funds to Morton Community Bank. 

 

During the discussion, the board decided to move all the fund accounts to Morton Community Bank.  M/S/P (Lasswell/Herring) to amend the previous motion to include all accounts from Illinois Funds and Regions Bank.  On roll call for the amendment, all present voting yea.  On roll call on the final amended motion, all present voting yea.

                                                                                                                                   

            Ms. Falasz-Peterson reported that the annual audit has been completed.

 

            The board reviewed and discussed the reference and reader’s advisory services section of Serving Our Public for this year’s per capita grant application.

 

            Ms. Falasz-Peterson reported that she attended a working session of the city council regarding East Peoria 2010.  She will be attending a meeting on July 29 to discuss the building project.  Mrs. Herring expressed her concern that the library might be missing a valuable opportunity to get attractive bids.  The board agreed. but felt that cooperation is the priority.

 

            Ms. Falasz-Peterson reminded the board that at the last meeting the board stated that they would make an official decision about whether or not to hire a financial planner to sell the bonds.  M/S/P (Cole/Herring) to use Morton Community Bank to buy the library’s bonds.  On roll call, all present voting yea.

 

            M/S/P (Lasswell/Johnston) to accept the Building and Maintenance Levy #09-252.

 

            M/S/P (Lasswell/Johnston) to accept, with regret, Lothar Vogel’s resignation from the board.

 

            There was some discussion on a replacement for Mr. Vogel.  Ms. Falasz-Peterson will contact a few people regarding the open board seat.

 

            Mr. Hale asked the board if they wanted to do fundraising for the new building.  Mrs. Herring stated that she does feel that there are opportunities to raise money.  She also stated that she felt it should be the board that does the active recruiting not staff.  Ms. Falasz-Peterson asked the board if they would be interested in hiring a consultant to help coordinate the campaign on a contractual basis.  The board felt this was a good idea.

 

            Mr. Hale appointed a committee of Mr. Lasswell and Mr. Johnston to audit the Fiscal Year 2008-09 secretary’s minutes.

 

            Mrs. Herring adjourned the meeting at 6:55 p.m.
