MINUTES OF THE REGULAR MEETING
June 29, 2008
Members of the Fondulac District Library Board of
Trustees met in regular session on Monday, June 29, 2009. President Hale called the meeting to order at
6:02 p.m.
On roll call the following members were present: Mrs. Cole, Mr. Hale, Mrs. Herring, Mrs.
Humphrey, Mr. Johnston, Mr. Lasswell and Mr. Vogel. Also present were Ms. Falasz-Peterson,
Director and Mrs. Geier, Business Manager.
Bob Jorgensen, a member of the East Peoria Green Team, was also in
attendance.
M/S/P (Cole/Johnston) to accept the minutes of the May
meeting of the Board of Trustees.
The bills were presented for payment.

Mrs. Geier made four
authorized transfers from the investment account to the checking account. The first on May 26th was for
$27,000, the second on June 8th was for $22,000, the third on the 22nd
was for $22,300 and the fourth on the 29th was for $97,000. On June 29th Mrs. Geier also made
a transfer from the investment fund to the reserve fund in the amount of $187,050.71.
Bob Jorgensen from the
East Peoria Green Team spoke to the board about possible ways the library’s new
building could be green. He would a like
to meet the library’s architect. Mr.
Jorgensen made some suggestions that would make the new library green, i.e.
type of windows, insulation, low-flow faucets.
He also mentioned that there are grants available for building green
buildings.
The board reviewed and
discussed Illinois Library Law & Rules 75 ILCS 16 for this year’s per
capita grant application.
Ms. Falasz-Peterson
reported that she has reviewed the materials that were handed out at the April
board meeting regarding financial planners.
She stated that she sees the value of hiring someone to help with the
process since the board has never done anything like this before. Mr. Hale stated that he would like to sell
the bonds to local banks. Mr. Lasswell
pointed out that even if the board decided to use an advisor the bonds can be
sold locally. Mrs. Cole expressed
concern at the cost of an advisor. Mr.
Lasswell stated that the library wouldn’t want to miss any deadlines and incur
fines. Mr. Johnston asked Ms.
Falasz-Peterson to call Chillicothe Public Library to see what they did when
they constructed a building. Mr. Hale
asked Ms. Falasz-Peterson to call Brian Mooty to get an update.
Mr. Hale reminded the
board that in May there was some discussion regarding moving money from the
Illinois Funds reserve fund to an account where more interest could be
made. He spoke with Jim Mamer at Morton
Community Bank and was offered a 2.2-2.4% rate with no charges for early
withdrawal. The bank would back the account
with government securities since it would be over the $250,000 limit. Mrs. Cole explained government backed
collateral. Mr. Hale asked how much the board was thinking
about transferring. The board agreed that
as long as the money is completely insured and meets all legalities, they have
no problem with transferring the total amount.
The group will discuss this at the July meeting. Ms. Falasz-Peterson will call Mr. Mamer and
request a letter for the July meeting.

to approve Prevailing Wage Ordinance #09-251.

(Johnston/Lasswell) to approve the Fiscal Year 2010 working budget. Mrs. Cole questioned if the legal budget was
enough and if it included Chapman & Cutler.
Ms. Falasz-Peterson stated that she thought it would be enough and if necessary,
Chapman & Cutler can be paid by the bonds.
Ms. Falasz-Peterson
stated that this year’s staff day will be October 8 at ILA in Peoria. She also stated that if any board was
interested in attending to please let her know and she would register
them. M/S/P (Lasswell/Herring) to
approve Staff Day on October 8 at the ILA Conference.

to approve the salary increase for the director at the level determined in
executive session. On roll call all
present voting yea.
Mrs. Herring reported
on ALS news.
Mr. Vogel reported
that he will be leaving the board as he is moving. He stated that July would be his last
meeting.

adjourn at 7:35 p.m.
